Public offer for the use of the Tanlo service

This document is an official proposal (public offer) by SOWA AGENCY Limited Liability Company (SOWA AGENCY LLC, hereinafter the “Contractor”) to conclude an agreement for the use of the Tanlo service (tanlo.uz) on the terms set out below with any person who has accepted these terms (hereinafter the “User”).

1. General provisions

• Registering on the tanlo.uz website and/or starting to use the service constitutes full and unconditional acceptance of this Offer.
• The Tanlo service is software for searching, tracking and automatically analysing tenders (public procurement and corporate procurement in the Republic of Uzbekistan), owned and administered by the Contractor.
• The Contractor, SOWA AGENCY Limited Liability Company (SOWA AGENCY LLC), is the right holder of the Tanlo service and a party to this agreement with the User.

2. Subject of the Offer

• The Contractor provides the User with access to the functionality of the service in accordance with the selected plan (Free / Pro / Expert), the current terms of which are published at tanlo.uz/pricing.
• The Free plan is provided for an unlimited period and free of charge.
• Paid plans are provided on a prepayment basis for the billing period (a month or a year) at the published prices.

3. Rights and obligations of the parties

• The Contractor undertakes to ensure the operation of the service, except during scheduled maintenance and in circumstances of force majeure.
• The Contractor is not a party to transactions between the User and the buyers in tenders/procurements and bears no liability for the content, accuracy or currency of tender information obtained from primary sources (the public and corporate procurement portals listed on the website). Tanlo aggregates and structures this information but does not create it or verify its reliability.
• The User undertakes to provide accurate information when registering and not to use the service for unlawful purposes.

4. Cost of services and payment procedure

• The current prices of the plans are shown at tanlo.uz/pricing.
• Payment is made by the method offered on the website at the time the paid plan is activated.
• Legal entities and individual entrepreneurs may pay for a plan or package by bank transfer to the Contractor’s settlement account against an invoice generated in their personal account area. The invoice is issued to the details in the company profile; the payment reference must state the invoice number and the number of the account (TL-…) to which the payment relates. Payment of the invoice constitutes acceptance of this Offer. Access is granted once the funds have been credited to the Contractor’s settlement account. The services are provided without VAT. The closing document is an electronic VAT invoice (ESF), which the Contractor issues after the payment has been received.
• If the User declines to renew a paid plan, access is automatically switched to the Free plan at the end of the paid period, without loss of accumulated data (tracked tenders, saved searches).

5. Intellectual property

The software, design, Tanlo trade mark and database structure of the service are the intellectual property of the Contractor. Tender information published by public and corporate buyers is publicly available information and is not an object of the Contractor’s exclusive rights.

6. Liability and its limitation

The service is provided “as is”. The Contractor does not guarantee that the tender information on the website fully corresponds to the primary source at every point in time and recommends that the User verify the final terms of a tender directly on the website of the buyer or the procurement operator before submitting a bid. The Contractor bears no liability for lost profits or for decisions made by the User on the basis of information from the service, including the results of the automated (AI) analysis of tender documentation, which is of an auxiliary, informational nature and does not constitute legal or financial advice.

7. Term and amendment of the Offer

The Offer is valid indefinitely from the moment it is posted on the website. The Contractor is entitled to amend its text unilaterally; the current version is always available at tanlo.uz/oferta.

8. Dispute resolution

All disputes and disagreements shall be resolved through negotiation and, failing agreement, in accordance with the procedure established by the legislation of the Republic of Uzbekistan.
