xt-xarid.uz: where the real orders are and how much cash to keep

xt-xarid.uz currently lists 16,000 open listings, but they are not government orders. They are the suppliers' own shop window. As of the morning of 5 October 2026, only 285 procurements announced by customers were open, and the platform's fastest procedure, a price request in the e-shop, lasts just 48 hours. Suppliers who don't understand how this works wait for orders in the wrong place and miss money. Here is how xt-xarid.uz works, how much to keep in your account and what changed for sole proprietors on 1 October.

What xt-xarid.uz is and who runs it

xt-xarid.uz is an electronic platform for public and corporate procurement in Uzbekistan, operating since 2020. It is run by Hayot Birja: until June 2024 the company was called XT-Xarid Texnologiyalari, and in 2025, according to spot.uz, it also obtained a commodity exchange licence.

The basic rules are the same for every platform: the Law on Public Procurement (ZRU-684) and Cabinet of Ministers resolution No. 276 (a government decree), under which the platform commission is identical for all operators. But the mechanics of the procedures, the interface and the mix of customers differ from xarid.uzex.uz.

Buyers on xt-xarid include both budget-funded organisations and corporate customers, meaning companies in which the state holds 50% or more (Article 19 of ZRU-684). According to Tanlo, over the past month the most procurements were announced by Uzbekistan Railways (O‘zbekiston temir yo‘llari) and its subsidiaries, UzAuto Motors, Uzmetkombinat, Sanoat Qurilish Bank and Navoi MMC.

The e-shop is your shop window and your ticket into other buyers' requests

This is where newcomers trip up. The "E-shop" section (and the "National e-shop") is made up of supplier listings: a product or service, price, stock, delivery time and region. In the platform's documentation, a listing is "a public offer to budget and corporate customers". A customer picks a listing and launches a price request based on it. Bidding closes 48 hours later.

The golden rule of the e-shop. The owner of the listing automatically becomes a participant in the request. Only a supplier who already has a listing with the same product code, published before the request was launched, can submit a price into someone else's request. The code is the item's number in ENKT, the unified catalogue of goods, works and services; the system fills it in when you create a listing. In the national e-shop the delivery region stated in the listing matters too. No active listing means no right to take part. That is why your listings must be kept live at all times.

A listing is valid for 60 calendar days after moderation, after which it can be recreated from the old one. If a request ends up with a single participant, the customer can ask for a discount. Since April 2026 the system does this automatically after 24 hours, and the winner has one business day to respond. The listing owner can also lower the price once during a request on their own initiative. The platform notifies you of requests on your listings by email and in your account, and shows relevant requests from others in the "Auto-subscription" tab.

According to the platform's documentation, e-shop limits are set in BRV, the base calculation amount, a statutory unit in which most procurement thresholds are expressed. Since 1 September 2026, 1 BRV = UZS 440,000 (Presidential decree UP-115).

What is purchasedCorporate customerBudget-funded customer
Goods, per contractup to 25,000 BRV (UZS 11 bn)up to 2,500 BRV (UZS 1.1 bn)
Works and services, per contractup to 100 BRV (UZS 44 m)up to 50 BRV (UZS 22 m)

Customer procurements: 285 open lots

Selections ("tanlov", a competitive selection of the best offers), tenders, auctions and requests for proposals (a short procedure in which the customer asks suppliers for priced offers) are announced by the customer and are visible to everyone. According to Tanlo, in the full weeks of September about 340 of them appeared each week. As of 5 October, 285 were open with a combined value of about UZS 686 bn: 160 selections, 90 auctions, 33 requests for proposals and 2 tenders. 63% of that value comes from a single lot: a Navoi MMC tender for spare parts for BelAZ mining dump trucks (UZS 432.5 bn). E-shop price requests are not included in these figures. Typical lots look like this:

ProcedureTypical lot value (median)Typical submission window (median)
Selection (tanlov)UZS 349 m8 days
Request for proposalsUZS 98.5 m4 days
AuctionUZS 16.2 m7 days

The median is the value "in the middle": half of the lots are below it and half above. Calculated from procedures collected by Tanlo from August to October 2026.

Two takeaways. First, deadlines are short. In more than half of requests for proposals bidders get 4 days or less, so anyone who checks the platform once a week will find many lots already closed. Second, this is not only a game for giants. Alongside Navoi MMC's multi-billion lots, almost a third of open procurements — 88 lots — are worth up to UZS 50 m. For example, on the morning of 5 October these were open:

Leaving aside lots with no clear sector, the largest number of open procurements are in construction and repair and in transport (see our selection of construction tenders (RU)).

How much money to keep in your account

The money for participation is frozen in a dedicated platform account at the RKP, the settlement and clearing house that holds bidders' funds: you top it up with an ordinary bank transfer, and the platform blocks the required amounts for each procedure. Under resolution No. 276, you are admitted to bidding only after an advance payment that covers the commission and the deposit. Here is what the platform's documentation says:

A trap when posting a listing. When you send a listing for moderation, the system checks whether your account has free funds of 3% + 0.15% of the value of the entire stock you have entered. List 50 monitors at UZS 2.5 m each and you need about UZS 3.9 m in free funds. If you are short, the listing will not go to moderation. Enter your real stock, not a number "with a margin".

From 1 October 2026: new restrictions for sole proprietors

Since 1 October, a sole proprietor (an individual entrepreneur, known locally as YaTT or IP) can no longer post listings or submit offers on xt-xarid.uz for a number of items: goods, works and services. The basis is Cabinet of Ministers resolution No. 6 of 07.01.2011, which lists the activities permitted to sole proprietors, and letter No. 04-17/3309 of 15.09.2026 from the Agency for Industrial Cooperation and Public Procurement. The platform matched that list against product codes (by the first nine digits of the ENKT code) and closed to sole proprietors the groups that are not on it. The ban applies to all procedures, including direct contracts and simplified procurements. Sole proprietors' active listings for such items have been moved to "Closed" status. Signed contracts, price requests already under way and offers submitted earlier are not affected.

The easiest way to check your item is to create a listing: the system will show a warning straight away. If your product falls under the restriction, your options are to change the items you sell or to work through a legal entity. But that is a separate company: a new EDS (electronic digital signature), a new registration on the platform and its own RKP account. Discuss the tax regime with your accountant before deciding.

How to start working on xt-xarid.uz

  1. An electronic digital signature (EDS) for a legal entity or sole proprietor in E-IMZO, Uzbekistan's national e-signature system. The taxpayer ID (INN) and the director's details are pulled from the signature, and the company name from the state register. Sole proprietors without an INN enter their PINFL, the personal identification number every Uzbek citizen has.
  2. Registration: first as a user, accepting the platform's offer agreement, then the company with the "Seller" role. Small businesses should tick the corresponding flag. We found no mention of a registration fee in the platform's documentation.
  3. Top up your RKP account using the payment order template in the "Clearing" section.
  4. Notifications: in your account you can enable email, Telegram, SMS and the Hayot Birja mobile app. The platform's Telegram channel is @hayotbirja.
  5. E-shop listings for your best-selling items, plus a daily check of new selections and requests for proposals.

Foreign companies register separately, without an Uzbek EDS. Read more in our article on foreign companies in public procurement.

Checklist for today

Price requests on your listings come from the platform itself, provided the listing is live. Everything else is easy to miss: selections, tenders, auctions and requests for proposals with 4–8-day deadlines. Every two hours Tanlo collects them from xt-xarid.uz, xarid.uzex.uz and corporate portals, translates the titles into Russian, sorts them by sector and sends new ones to Telegram. FAQ

What is xt-xarid.uz?

An electronic platform for public and corporate procurement in Uzbekistan. It is run by Hayot Birja (until June 2024, XT-Xarid Texnologiyalari). Buyers here are budget-funded organisations and companies in which the state holds 50% or more.

How is xt-xarid.uz different from xarid.uzex.uz?

The law and the commission rate are the same for both platforms. They differ in operator, interface, procedure mechanics and customer base. Many customers work on only one platform, so you need to watch both.

How do I register on xt-xarid.uz?

You need an electronic digital signature (EDS) in E-IMZO, Uzbekistan's national e-signature system. First register as a user and accept the platform's offer agreement, then register the company with the "Seller" role. After that, top up your account at the RKP, the platform's settlement and clearing house account. We found no registration fee in the platform's documentation. Foreign (non-resident) companies use a separate registration that does not require an Uzbek EDS.

How much does it cost to take part on xt-xarid.uz?

The platform commission is 0.15% of the contract value (the documentation most often caps it at 14 BRV, i.e. UZS 6.16 m; 1 BRV, the base calculation amount, is UZS 440,000). The deposit is 3% in the e-shop and at auctions, up to 3% in a selection (tanlov) and up to 5% in a tender.

Can a sole proprietor work on xt-xarid.uz?

Yes, but since 1 October 2026 a sole proprietor (YaTT/IP) cannot post listings or submit offers for items that are not on the list of activities permitted to sole proprietors (Cabinet of Ministers resolution No. 6). The system warns you about this when you create a listing.
