How to take part in a public tender in Uzbekistan: a step-by-step guide
If you supply goods, works or services and want to work with public-sector buyers in Uzbekistan, public tenders (public procurement) are one of the most reliable sources of orders. Here is a step-by-step guide: what to prepare in advance, where to look for suitable lots and how the procedure itself works.
1. What to prepare in advance
- ESI (E-IMZO electronic digital signature) — without it you cannot submit a bid on any state platform. Keys are issued by authorised registration centres.
- Company registration as a supplier on xarid.uzex.uz (electronic tenders and auctions) and on xt-xarid.uz (Hayot Birja), if you plan to bid in procurement run through that exchange platform.
- A set of corporate documents — registration certificate, charter, certificate of no tax arrears. The exact set depends on the lot, but these documents are needed almost always. The full list with explanations is in our article “Documents for tender participation”.
2. Where to look for suitable tenders
Public procurement in Uzbekistan runs on several platforms at once, and each one has its own interface:
- xarid.uzex.uz — e-shop, auction, tender and selection (a guide to the platform);
- xt-xarid.uz (Hayot Birja) — procurement on the Hayot Birja exchange platform;
- plus separate corporate procurement by large companies (airlines, mining and metallurgical plants and so on) — each with its own portal.
Checking every platform by hand each day takes real time, and it is easy to miss a suitable lot. Tanlo brings tenders together in one search with filters by region, amount and procurement type. You can browse for free, without signing up, and see tenders by industry and region on the pages for construction, IT, healthcare, Tashkent and other areas.
3. How an electronic tender works
- Study the technical specification of the lot — the requirements for the goods or services, delivery times and payment terms.
- Prepare a commercial proposal with your price and every requested document, strictly in the required format.
- Submit your bid before the deadline — on most platforms the system will not accept a bid even one minute after the official closing time.
- Wait for the evaluation results — the buyer assesses bids on price and compliance with the requirements, then publishes a protocol (the official record of results). How an auction differs from a tender and a selection is explained in our article on procurement types.
4. Common beginner mistakes
- Submitting at the last minute — if there is a technical failure (and they do happen), you will not get a second chance to submit.
- An incomplete set of documents — a bid with a missing document is usually rejected, with no right to add it later.
- Ignoring corporate procurement — many suppliers follow only the state platforms and miss tenders from large companies on terms that are just as good.
- Manual monitoring instead of a system — without a single list it is easy to miss a suitable tender that appeared on one of the less popular platforms.
