How to Sell to Uzbekistan's Government Without a Tender: the E-shop
The public procurement e-shop is the shortest route to selling something to the state without a tender. There is no bid package to prepare and no evaluation committee to wait for. You list a product with a price, the customer picks your offer, and the system runs a two-working-day mini-auction and registers the deal on its own. According to the xarid.uzex.uz dashboard, from 1 January to 29 October 2026 the electronic and national shops handled 12.8 trillion sum — 28.8% of all trading volume on the platform.
Below: how much you can sell through the shop, how a deal unfolds, how much money gets frozen in your account, when payment arrives and where newcomers lose their deposit.
What the public procurement e-shop is
The Law on Public Procurement (ZRU-684) defines the e-shop as a method for buying goods, works and services "to which no specific requirements apply". Put simply, it is the channel for standard items: paper, furniture, computers, household supplies, consumables and simple services.
The logic is the reverse of a tender. In a tender, the customer publishes a notice and waits for bids. In the shop, the supplier moves first: it places an offer in the catalogue — a public proposal with a price, specifications, photos, region and delivery time. The customer finds a suitable offer in the catalogue and launches a price request. That is when competitors join in.
The main platform is xarid.uzex.uz, run by the UZEX commodity exchange. It also hosts the national shop — a separate storefront for domestic manufacturers, covered below. How the shop differs from an auction, a selection and a tender is explained in our article "Auction, tender, selection and e-shop".
How much you can sell through the shop
The limits are set by Article 49 of the law in BRV (base calculation amount), the unit Uzbekistan uses to index fees, fines and thresholds. From 1 September 2026, 1 BRV = 440 000 sum.
| What the customer buys | Budget customer | Corporate customer |
|---|---|---|
| Goods, single contract | up to 1 100 000 000 sum (2 500 BRV) | up to 11 000 000 000 sum (25 000 BRV) |
| Works and services, single contract | up to 22 000 000 sum (50 BRV) | up to 44 000 000 sum (100 BRV) |
| Goods of the same type per year | up to 4 400 000 000 sum (10 000 BRV) | no limit in the law |
| Works and services of the same type per year | up to 220 000 000 sum (500 BRV) | up to 440 000 000 sum (1 000 BRV) |
A budget customer (state-funded body) is a school, a hokimiyat (local administration) or a hospital. A corporate customer (company with 50%+ state ownership) is a business in which the state holds 50% or more. "Of the same type" means from the same group of the national product classifier. The takeaway for suppliers: goods are bought through the shop in amounts of up to a billion sum and more, while works and services go only in small orders.
How a deal works: 6 steps
- Offer. You list the product in the catalogue: price, minimum and maximum batch, brand, technical parameters, photos, region and delivery time, manufacturer and country, warranty, certificates. Since 1 January 2026 an offer stays valid for 60 days — previously it was 15 working days (Decree UP-259).
- Review. The offer is checked by an AI moderator, on average in 3–5 seconds (platform instructions published on 12 June 2026). If it rejects the offer, the reason appears in the listing. You can fix it or appeal with a comment — a human moderator will then review the offer.
- Customer's choice. The customer selects your offer and launches a price request. By this point a budget customer has already blocked the funds in the Ministry of Finance system.
- Bidding. The system invites you and everyone else selling a comparable product. You have two working days to respond; on the lot we checked, the window lasted exactly 48 hours. The price can only go down and, according to the platform's instructions, only once.
- Deal. It is registered with whoever offered the lowest price. The system generates the contract automatically on the terms of the selected offer.
- Delivery and payment — as described below.
If only one participant responds to the request, the customer may ask it for a lower, justified price. The participant has one working day to answer. If it agrees, the deal is registered at the new price. If it declines, the customer may sign the contract at your original price or switch to another procedure.
How much money you need in your account
To work on the platform you need an EDS key (electronic digital signature; how to get one is in our article "Digital signature for tenders") and funds in your participant account with the RKP (the exchange's Settlement and Clearing House). Two amounts are held:
- Deposit — 3% of your offer price. If you don't win, it is unblocked once the winner is determined. If you win, it is released after the contract is fulfilled. If you take part in several price requests at once, you need a deposit for each.
- Exchange fee — 0.15% of the deal amount, capped at 6 160 000 sum (14 BRV). It is reserved based on the offer price.
If your account balance is insufficient, you won't be admitted to the bidding.
When a deposit is forfeited and how to avoid it is covered in our article "Bid deposit in public procurement".
When you get paid
The shop pays no advance, but there is an important guarantee: the customer's money is reserved with the RKP in advance, so you ship knowing the funds are already there.
- Budget customer. The Ministry of Finance registers the contract and transfers the amount to the RKP within one working day.
- Corporate customer transfers the money within 10 working days of contract registration. If it fails to pay on time, its deposit is transferred to you.
- The RKP notifies you that the funds have arrived no later than the next working day. This notification is your signal to ship. If you ship earlier, the risk of non-payment is yours.
- After delivery, the customer confirms acceptance within 3 working days. Then up to 2 more working days (corporate customer) or up to 3 (budget customer) go on the payment order and crediting.
Example: a school buys 40 chairs for 30 000 000 sum
Your offer is priced at 30 000 000 sum. To take part in the bidding, you need 900 000 sum for the deposit and 45 000 sum for the fee in your account. Bidding lasts two working days. If you win, the school's money goes to the RKP within a working day, and the notification arrives a day later. Then come delivery, acceptance within 3 working days and up to 3 working days for payment. Including delivery (under UP-259 the delivery period cannot be less than 5 days), it takes about three weeks at best from the price request to money in your account.
The national shop: a head start for local manufacturers
The national shop is a storefront for domestic manufacturers only. Price requests there go only to manufacturers from the customer's region. The product is first entered into the product catalogue on ekoplatforma.uz. A dealer can sell a factory's products only if the manufacturer has added that dealer in the system itself.
The flip side: through the national shop you sell only to customers in your own region. Customers from other regions will see you only in the regular e-shop, so keep offers in both.
Since 1 January 2026, local manufacturers receive notifications about budget customers' procurement schedules, and their offers are attached to those schedules. The customer must consider them and may switch to another procedure only if the product parameters don't fit (UP-259). In addition, any state customer must first consider buying from local manufacturers on the new.cooperation.uz portal (clause 37¹ of Regulation No. 276 of the Cabinet of Ministers).
It works. According to the xarid.uzex.uz dashboard, the national shop handled 3.59 trillion sum in 2024 and 5.98 trillion in 2025. From 1 January to 29 October 2026 it has already handled 6.61 trillion — more than in the whole of last year, and more than the regular e-shop (6.16 trillion).
What changed in 2026
- An offer lives for 60 days, and the delivery period is at least 5 days (UP-259, from 1 January 2026). The text of the law still says 15 working days, but the platform already applies 60.
- Offers are checked by AI — the platform's instructions on this were published on 12 June 2026.
- Restrictions for sole proprietors. On 28 September 2026, xarid.uzex.uz published a list of 1 800 products that sole proprietors (individual entrepreneurs) are restricted from selling in electronic public procurement: construction materials (over 800 items), medicines, medical products and equipment, petroleum products, alcohol, tobacco and more. Details in our article "Sole proprietors in public procurement".
6 mistakes that cost money
- An empty listing. The AI moderator rejects offers with too few technical parameters or where the brand and photo don't match the product. Country, shelf life, "good quality" and a reference to a GOST standard do not count as parameters.
- Undercutting without a cash buffer. You cut the price by 20% or more but lacked funds for the additional deposit — the bid is rejected.
- Shipping before the RKP notification. Ship nothing until the exchange confirms the money has arrived.
- A price set to win, not to profit. Walking away from the contract after winning means 2 years on the register of unscrupulous contractors (Art. 48 of the law). How to stay off it is covered in a separate article.
- Acceptance not confirmed. If, 3 working days after the delivery deadline, the customer has not entered the delivery details in the system, the RKP freezes the contract funds and deposits until a court or the Complaints Commission rules. Under such a ruling your deposit may be transferred to the customer. Deliver with time to spare, get a signed waybill and remind the customer to record acceptance.
- Being 90 days late. If delivery is delayed by 90 days, the budget customer's money is automatically returned to it (per a platform notice citing the Decree of 10 July 2024). There is no longer any reserve backing your contract.
Checklist: your first sale through the shop
- Get an EDS and register on xarid.uzex.uz — step by step in our article "xarid.uzex.uz: registration and bidding".
- If you are a sole proprietor, check your product against the restrictions list.
- Prepare a complete listing: model, 5–10 measurable parameters, your own photo, certificates and licences.
- Build delivery to the region and room for a price cut into your price. Keep the 3% deposit and the 0.15% fee in your account for every request you take part in at the same time.
- State only your real region and delivery time — you will have to meet them.
- Watch for price requests in your personal account: you have just two working days to respond. Mark the offer's expiry date in your calendar.
The shop works well for standard goods. When it becomes too small for you, the next step is selections and tenders, where the amounts are larger. Tanlo collects them from every platform in a single search and sends new lots on your topic to Telegram.
How we calculated
Volumes are taken from the xarid.uzex.uz statistics dashboard: the "Electronic shop" and "National shop" sections, in billions of sum, excluding direct contracts. Data were retrieved on 29 October 2026; 2026 covers 1 January to 29 October. The number of offers is from the e-shop catalogue on the same date. The deposit and fee in the examples were calculated with the platform's official calculator. The duration of the price request was checked on lot No. 5794909 (21–23 October 2026).
FAQ
What is the e-shop in public procurement?
It is a method for buying standard goods and simple works and services on xarid.uzex.uz. The supplier lists an offer with a price in advance; the customer selects it and launches a price request for two working days. The lowest price wins, and the system generates the contract automatically.
What are the e-shop limits?
For budget customers (state-funded bodies) — up to 1 100 000 000 sum (2 500 BRV) for goods and up to 22 000 000 sum (50 BRV) for works and services per contract. For corporate customers — up to 11 000 000 000 sum (25 000 BRV) and 44 000 000 sum (100 BRV). There are also annual limits for items of the same type (Art. 49 of ZRU-684).
How much does it cost to take part in the e-shop?
A deposit of 3% of the offer price is blocked in your RKP account, and the exchange fee of 0.15%, capped at 6 160 000 sum, is charged on the deal. For an offer of 30 000 000 sum, that is a 900 000 sum deposit and a 45 000 sum fee. If you cut the price by 20% or more, an additional deposit is required.
When does a supplier get paid in the e-shop?
There is no advance. The customer's money is reserved with the exchange's RKP; after the RKP notification you ship the goods, the customer confirms acceptance within 3 working days, and crediting takes up to 2–3 more working days. At best, it is about three weeks from the price request to payment.
How does the national shop differ from the e-shop?
In the national shop only domestic manufacturers and their dealers sell, and price requests go to manufacturers from the customer's region. Products are entered via the ekoplatforma.uz catalogue. In 2026 more money passed through the national shop than through the regular one.
Can a sole proprietor sell through the e-shop?
Yes, but with restrictions: since 28 September 2026, xarid.uzex.uz has applied a list of 1 800 products that sole proprietors are restricted from selling in electronic public procurement — construction materials, medicines, medical products, petroleum products and more. Check your product against the list before posting an offer.
