Uzbekistan tender platforms: 1 in 4 tenders isn't on UZEX

Uzbekistan's tender platforms are not one website but a whole network. It includes the exchange system of UZEX (the Uzbek Republican Commodity Exchange), the Hayot Birja platform, the industrial cooperation portal, and the procurement pages of large state companies and international donors. We collected direct links, checked each one on 8 October 2026 and used the Tanlo database to count where the most tenders are published.

2,597tenders and selections on etender.uzex.uz in 30 days
1,585tenders, auctions and requests for proposals on xt-xarid.uz in 30 days
≈1,000different customers in a month across these two platforms
816tenders in a month on xt-xarid.uz — almost 1 in 4 tenders or selections

Tanlo count based on its own database as of 8 October 2026. E-shops are not included in these figures (more on them below).

In short: which tender platforms a supplier needs

Almost all open competitive public procurement that any supplier can take part in — tenders, selections and auctions — runs through two systems: the UZEX exchange system (xarid.uzex.uz and its module etender.uzex.uz) and xt-xarid.uz.

The reason is the Law "On Public Procurement" (ZRU-684, Art. 19). It covers not only ministries, hokimiyats (local administrations), schools and hospitals. It also applies to "corporate customers" — companies with 50% or more state ownership, and their subsidiaries. That is why large state companies usually run their tenders on the same platforms and use their own websites for announcements and plans. The law explicitly allows this. There are exceptions: UzAuto Motors, for example, has its own platform.

If you sell standard goods, start not with tenders but with the e-shop and the national shop (catalogue platforms where the state buys off-the-shelf goods): by number of deals, that is where most public purchases happen. Tenders, best-offer selections and auctions follow different rules and timelines, so check which procedure a lot uses before you start preparing.

One more thing: the regulator has changed. Since February 2026, public procurement powers have been transferred to the new Agency for Industrial Cooperation and Public Procurement (Presidential Decree UP-17 of 4 February 2026).

xt-xarid.uzTenders (tanlov), auctions, requests for proposals, shopHayot Birja JSC
new.cooperation.uzIndustrial cooperation portal for domestic manufacturers— (the site did not open when checked from abroad)

Two details that confuse newcomers. UZEX has a new version of its interface — new-xarid.uzex.uz: the old site shows a "Try the new version of the platform" banner. And the old corporate procurement portal exarid.uzex.uz itself announces the move to xarid.uzex.uz; its lot counters show zero, so there is no point looking for orders there.

Industrial cooperation portal. Under Presidential Resolution PP-4812 (as amended on 5 March 2026), budget and corporate customers must first check whether the goods can be bought from a domestic manufacturer registered on new.cooperation.uz or the Manufacturers' Ecosystem Portal. They may buy on other platforms only if no such goods are listed there, and on the basis of a certificate issued by the portal. For a manufacturer, registration is a chance to sell without a tender.

Shops. By number of deals, most public purchases go through the e-shop and the national shop (both exist on xarid.uzex.uz and on xt-xarid.uz). There is no announcement to look for: the supplier lists its own product in the catalogue and the customer picks. If you sell standard goods, start here. Tanlo does not track the shops — there is nothing to "find" in them.

Detailed guides: how xt-xarid.uz works and, for non-resident bidders, how foreign companies take part in public procurement in Uzbekistan.

Where most tenders are: Tanlo data for 30 days

SourceNew lotsDifferent customersTypical starting price (median)
etender.uzex.uz (tenders and selections)2,597603≈202 million soums (UZS)
xt-xarid.uz (all procedures except the shop)1,585419150 million soums (UZS)
tenderweek.com (aggregator)17539—
Portals of Uzbekistan Airways, Uzkimyosanoat and AGMK103—

Lots published or first added to the Tanlo database between 8 September and 8 October 2026. UZEX auctions are not included. Median is for lots priced in soums; a dash means the amount is not shown in the listing.

Of the 1,585 procurements on xt-xarid.uz, 816 are tenders, 511 are auctions (including local ones) and 258 are requests for proposals. So if you only watch xarid.uzex.uz, you miss almost 1 in 4 tenders or selections (based on Tanlo data for the two main platforms) and every Hayot Birja auction.

The platforms have different profiles. On etender.uzex.uz, services (20%) and construction (19%) lead. On xt-xarid.uz, construction (17%) and transport (12%) stand out, but 40% of lots there cannot be assigned to a single industry. Corporate portals produce a handful of announcements a month — checking them once a week is enough.

As of 8 October 2026, the Tanlo database holds about 1.2 thousand procurements that are still accepting bids. You can filter them by industry, region and amount in the catalogue.

Portals of large state companies

These pages carry announcements, procurement plans and internal procurement rules. The bidding itself often takes place on the state platforms. Uzbekneftegaz states outright that it runs tenders and selections on etender.uzex.uz, while NGMK links from its page to tenders on xt-xarid.uz.

Uzbekistan Railways (O'zbekiston temir yo'llari)railway.uz — "Tenders" section (updated irregularly)

These are examples, not a complete list: other state companies have their own procurement sections too.

International donors and aggregators

Projects of the World Bank, EBRD, ADB and other donors buy under the donors' own procedures when the financing agreement says so. The law explicitly allows this; only the results of such purchases must be published on the state portal (Art. 2 of ZRU-684). Look for international tenders on the donors' websites:

The private aggregator tenderweek.com publishes procurement by joint ventures, contractors and private companies. The list of lots is open, but at the time of checking the full text of a notice was available only after logging in.

Common mistakes when searching for tenders

  1. Watching only xarid.uzex.uz. In one month xt-xarid.uz published 816 tenders plus another 769 auctions and requests for proposals.
  2. Waiting for announcements instead of reading plans. Budget customers post their annual procurement schedule by 25 March. Corporate customers post next year's plan by 25 December of the current year, and the plan for the next quarter by the 25th of the last month of the current quarter (Art. 29 of the law). A plan shows what a customer will buy months before the tender.
  3. Preparing on the last day. To bid on the state platforms you need an electronic digital signature (ESI / E-IMZO; clause 9 of the Regulation approved by Cabinet Resolution No. 276). On top of that, your personal account on the platform must already hold funds for the bid deposit and the operator's fee: how much it costs.
  4. Trusting old links. Since late 2024 the public procurement law has been amended at least eight times, and both the regulator and the special portal's address have changed. Check the date on any guide.

FAQ

What tender platforms are there in Uzbekistan?

The main state ones are xarid.uzex.uz with its module etender.uzex.uz (operated by UZEX, the Uzbek Republican Commodity Exchange) and xt-xarid.uz (Hayot Birja JSC). There is also the industrial cooperation portal for domestic manufacturers, procurement sections of large state companies (Uzbekistan Airways, AGMK, NGMK, Uzbekneftegaz, UzAuto Motors and others) and the websites of international donors.

What is the official public procurement website of Uzbekistan?

The main system is xarid.uzex.uz: it hosts the e-shop, auctions, tenders and best-offer selections. But part of the bidding runs on xt-xarid.uz: according to Tanlo, 816 tenders were published there in the 30 days to 8 October 2026.

What is the difference between xarid.uzex.uz and etender.uzex.uz?

They are one UZEX system. Tenders and selections from the "Electronic tender" section of xarid.uzex.uz open on etender.uzex.uz.

Does xarid.mf.uz still work?

No. As of 8 October 2026 the domain xarid.mf.uz does not exist. xarid.uzex.uz now asks customers to check procurement schedules on the Agency's portal xarid.icppa.uz.

What do I need to take part in tenders?

An electronic digital signature (ESI / E-IMZO; clause 9 of the Regulation approved by Cabinet Resolution No. 276), registration on the platform and funds in your personal account on the platform for the bid deposit and the operator's fee.
