Tenderweek: who buys — a nuclear plant, World Bank projects, gas
Tenderweek is the platform where Atomstroyexport, gas joint ventures and projects financed by the World Bank, the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB) look for suppliers in Uzbekistan. According to Tanlo data as of November 4, 2026, our database holds 422 Tenderweek notices from 58 buyers, 358 of them published in September and October. Not a single public listing shows an estimated price, and the participation rules differ from those of xarid.uzex.uz, the state e-procurement exchange.
If you searched for “tenderweek uz”, here is the short answer. It is not a state exchange but a private procurement-notice platform (eSourcing) that can also collect commercial offers. It has been running since 2010, and tenderweek.uz redirects to tenderweek.com. Below we look at who buys there, what exactly they buy, and how a small company can prepare.
What Tenderweek is and how it differs from public procurement
- The pricing on the site is for buyers only. Up to 5 notices a year costs 0 soums, up to 20 costs 3,000,000 soums (UZS) a year, and unlimited costs 6,000,000 soums (UZS) a year. We found no paid plans for suppliers on the site.
- Without registration you only see the list: title, buyer, the opening lines of the notice, the publication date and the deadline. Documents and contacts open after registration. You will need personal details (name, e-mail, country) and company details (name, taxpayer ID (INN), phone, e-mail, line of business).
- It is not an exchange. There is no exchange deposit and no operator fee as on xarid.uzex.uz. Whether a signature, a company seal or a bid security is required, and how to submit, is decided by the buyer in the tender documents.
- The party that posts a notice is responsible for its content. The user agreement (version of May 16, 2026) says so explicitly. So clarify anything ambiguous directly with the procurement officer.
- In many cases bids go straight to the buyer, or, if the buyer has enabled the feature, through Tenderweek’s offer-collection service. For example, in tender CS-211–2026 Uz-Kor Gas Chemical accepts proposals at a postal address in Tashkent or by e-mail to the procurement officer.
Who is buying: three groups account for 82% of notices
We analysed all 422 Tenderweek notices in the Tanlo database. This is not the platform’s entire 16-year archive, but what Tanlo has been collecting regularly since August 2026: 179 notices in September and 179 in October. So the figures below describe the picture for autumn 2026.
| Buyer | Lots | Who they are |
|---|---|---|
| Atomstroyexport JSC | 63 | Russian company, general contractor for the nuclear power plant (NPP) in Jizzakh Region |
| Uz-Kor Gas Chemical JV LLC | 61 | Gas-chemical complex: Uzbekneftegaz and a Korean consortium (Lotte Chemical, KOGAS, GS E&R) |
| Asia Trans Gas JV LLC | 59 | Joint venture of Uzbekneftegaz and CNPC: the Uzbek section of the Turkmenistan–China gas pipeline |
| ISCAD under the Ministry of Agriculture | 33 | Agricultural modernisation projects centre |
| KAPITALBANK JSCB | 19 | Commercial bank: IT hardware, technical support, marketing |
| “Strengthening the Statistical System of Uzbekistan” project | 16 | Internationally financed project |
| AIIB Project Coordination Group | 12 | Asian Infrastructure Investment Bank projects |
The remaining 49 lots were posted by 18 buyers. They include the Samarkand and Navoi airports, technical colleges in Andijan, two ministries, and private companies such as UzCarlsberg and Riviera Mall. Another 26 lots come from two financial companies: Kapitalbank and Uzcard.
What they buy
By Tanlo category, the leaders are services and consulting (71 lots), construction and repair (69), industrial equipment (57) and information technology (54). Next come energy and utilities (34) and transport and vehicles (28). IT lots are very specific: switches and servers for Kapitalbank, laptops and video-conferencing for Atomstroyexport, software-suite support for Asia Trans Gas.
Atomstroyexport: the most frequent buyer
On May 27, 2024, the NPP construction directorate under the Uzatom agency and Atomstroyexport JSC (ASE) signed a contract for a small nuclear power plant in Jizzakh Region. According to Uzatom (March 24, 2026), the project now includes two VVER-1000 units and two RITM-200N units of 55 MW each. The site is in Farish District.
For a supplier, one thing matters here: a construction site of this kind needs large volumes of very ordinary goods every day. Recent requests include concrete pumps and concrete-placing equipment, steel sheet and pipe, mineral wool and geotextiles, PPE, printing services, staff accommodation and construction machinery with operators. Example: the request “Supply of concrete-placing equipment” was published on November 3, with offers accepted until November 17. Suppliers are expected to submit a technical and commercial proposal (TCP).
The company has its own section, atom.tenderweek.com, which hosts a document titled “How to become a supplier to the nuclear industry”. ASE Vice President Pavel Bezrukov promised Uzbek companies and joint ventures “maximum preferences and support” (podrobno.uz, April 21, 2026). What exactly that means has not been spelled out publicly, so check the terms of each specific request. The buyer is Russian, so before closing a deal ask your bank how payments will be processed and whether any import restrictions apply to the equipment involved.
Donor-funded tenders: the bank’s rules take precedence over ZRU-684
In short: for these lots the rules are set by the lending bank, not by Uzbekistan’s Law “On Public Procurement” (ZRU-684). The best entry point for a newcomer is a Request for Quotations (RFQ).
About a third of the lots (144) were posted by project implementation units financed by international banks and organisations: the World Bank, ADB, AIIB, the International Fund for Agricultural Development (IFAD), the French Development Agency (AFD), the Abu Dhabi Fund for Development, as well as GIZ and UNICEF. World Bank projects follow the “Procurement Regulations for IPF Borrowers”, seventh edition, September 2025. The key points:
- Firms from any country are eligible. Foreign firms may take part in national open competitive procurement, and an Uzbek firm may bid in international open competitive procurement. The exceptions are countries under embargo or UN sanctions. State-owned enterprises are eligible only if they are legally and financially autonomous.
- RFQ (Request for Quotations) is based on comparing price quotations. It is the method for small quantities of off-the-shelf goods, simple services and low-value, non-complex works.
- Language. International competitive procurement is conducted in English, French or Spanish. Documents for national procedures may be issued in the national language. If the documents are in two languages, you may respond in either.
- Bid security is a bank guarantee or, if the buyer requires it, a signed Bid-Securing Declaration. Suppose that, under a declaration, you withdraw your bid during its validity period or, having won, fail to sign the contract. You lose no money, but for the period stated in the documents you are barred from this borrower’s procurement. If the borrower is the state, the ban may cover all of its projects, not just one lot.
- Domestic preference. Applies only in open international competitive procurement and only if specified in the documents. During bid evaluation, 15% is notionally added to the price of imported goods (on CIP terms). This does not affect the contract price.
- A bid in national competitive procurement must include a signed acceptance of the bank’s anti-corruption rules and its right to inspections and audits.
ADB procurement under ordinary capital resources loans is generally open only to member countries, while AIIB’s is open to firms from any country. Uzbekistan is a member of both banks.
The Law “On Public Procurement” (ZRU-684, Art. 2) applies to procurement financed by foreign loans and grants only “unless a different procedure is established by the procedures of donor countries, international organisations…”. The results are still published on a dedicated information portal.
Gas joint ventures and banks: their own procurement rules
Uz-Kor Gas Chemical and Asia Trans Gas run procurement sections on their own websites: Uz-Kor has a “Tenders” page, Asia Trans Gas lists tenders, selections and requests. In Uz-Kor’s latest tender CS-211–2026 (November 3, 2026), organisations without an official presence in Uzbekistan are not admitted. That favours local firms, but check for this condition in every request. Kapitalbank also publishes procurement in the tenders section of its own website.
5 beginner mistakes on Tenderweek
- Waiting for a starting price. None of the 422 public listings shows an amount. Sometimes a cost estimate or budget ceiling appears in the documents, but expect to price the job yourself: cost of goods, logistics, taxes, payment terms.
- Leaving it too late. The median time from publication to deadline is 13 days, the minimum is 3 days. Translations, certificates and a bank guarantee take days. Find out your bank’s fee and turnaround for a guarantee in advance.
- Preparing the bid on the xarid.uzex.uz template. Submission method, signature, seal, certification and bid security are set by the buyer’s documents. Read the “Instructions to Bidders” section first.
- Skipping the experience requirements. Donors and gas joint ventures use strict qualification forms: comparable contracts, turnover, certificates. An empty field simply will not count.
- Relying on a summary. The buyer is responsible for the notice text. Ask your questions in writing and before the submission deadline.
What to do today
- Register your company on tenderweek.com so you can open the documents.
- Pick 3–5 buyers from the table that fit your product and review their past requests.
- Prepare a company profile, a list of comparable contracts and your bank details in Russian and English.
- Set up a search in the Tanlo catalogue. Tanlo does not replace registration on Tenderweek, where the documents are opened. But you will see new Tenderweek lots in a single feed alongside xarid.uzex.uz, xt-xarid.uz and corporate platforms, with an industry filter (for example, equipment or construction). A Telegram alert arrives on the day of publication, not when only a couple of days are left before the deadline.
All platforms are covered in our article “Uzbekistan tender platforms”. For Uzbekneftegaz procurement, see our review “Uzbekneftegaz tenders”, and for IT, the article “IT tenders in Uzbekistan”.
