Resolution No. 276 explained: 8 procurement rules that cost money

Cabinet of Ministers Resolution No. 276 of 20 May 2022 (PKM-276) is the main rulebook for public procurement in Uzbekistan. Law ZRU-684 "On Public Procurement" says what is and is not allowed; the Regulation approved by the resolution says how things work on the platform: how many days you get to bid, when your deposit is blocked, when you may ship the goods. We read the current version of 16 September 2026, picked 8 rules where suppliers lose money, and checked them against lots in the Tanlo database.

5 daysto bid — that is what all 985 UZEX auctions by budget customers got over 2 months
−20%below the customer's price — and you need an additional deposit
10working days to sign the contract after a selection or tender
6amendments to the resolution in 2025–2026

What Resolution No. 276 is and where to read it

The resolution approves the Regulation on the procedure for organising and conducting public procurement procedures. The official text in Uzbek ("Vazirlar Mahkamasining 276-son qarori") is on lex.uz, along with an unofficial Russian translation.

The thresholds — how much can be bought through the e-shop and when a tender is mandatory — are set by the law, not the resolution. Sometimes the law and the Regulation diverge: since July 2026 the Regulation names the Agency for Industrial Cooperation and Public Procurement as the authorised body, while the law (Art. 18) still names the Ministry of Economy and Finance. The second discrepancy, and this one costs money, is covered in rule 4.

Rule 1. The bidding period is almost always the minimum

Minimum number of working days from the announcement to the bid deadline:

ProcedureMinimum period
Auction (electronic reverse auction, the price goes down)5 working days (para. 49)
"Local auction" — for local manufacturers only2 working days (para. 56¹, since 1 January 2026)
Selection of the best offers ("selection": bids are scored on price and other criteria)5 working days (para. 78)
Tender (the full competitive procedure for large purchases)12 to 30 working days (para. 128)
E-shop (electronic catalogue for small purchases) — reply to a price request2 working days under the law, 48 hours under the Regulation (see rule 4)

Customers almost always give exactly the minimum. Tanlo checked lots published from 3 September to 2 November 2026 (we counted every Monday to Friday as a working day and did not subtract public holidays):

If you spot a lot a week later, it is most likely already closed: check the platforms daily or set up notifications.

Rule 2. Your deposit is frozen, sometimes for a long time

The deposit is blocked in your account with the settlement and clearing house (RKP) — the participant's account with the platform operator. The amounts (paras. 14–15): in the e-shop 3% of your offer price, at an auction 3% of the starting price, in a selection up to 3%, in a tender up to 5%. In a selection or tender the commission may waive the deposit or replace it with a pledge or a bank guarantee. The operator's fee is reserved together with the deposit: no more than 0.15% of the deal amount and no more than 14 BRV (the base calculation amount, 440,000 sum since 1 September 2026), i.e. 6,160,000 sum (Resolution No. 476).

At an auction your deposit is released as soon as someone bids lower than you. Losers in the e-shop get it back when the winner is determined. The winner of a selection or tender gets it back 1 working day after signing the contract, unless the documentation requires it to be held until performance. But the winner of an e-shop purchase or an auction has the deposit held until the contract is fully performed — budget for this in your working capital. More in our article "Bid deposit in public procurement".

Rule 3. A discount of 20% or more means an additional deposit

The anti-dumping rule applies only in the e-shop (para. 43) and at auctions (para. 54). If your price is 20% or more below the price of the offer chosen by the customer (at an auction, below the starting price), you must pay an additional deposit equal to the difference in advance. Example: the customer picked an e-shop offer for 10,000,000 sum and you offer 7,500,000 — a 25% discount, so the additional deposit is 2,500,000 sum.

The cap: if the offer amount (at an auction, the starting price) is no more than 2,500 BRV (1,100,000,000 sum), the additional deposit is no more than 100 BRV (44,000,000 sum); if it is higher, no more than 1,000 BRV (440,000,000 sum). Without the additional deposit the system rejects such a bid automatically. At an auction the price can cross the −20% line in the middle of bidding, and money will not arrive within minutes — top up your account in advance.

Selections and tenders have no additional deposit, but dumping is dangerous there too: the law prohibits submitting an artificially low price and then refusing the contract (Art. 46). Once the contract is signed, you cannot raise the price or push back the delivery date, except in force majeure (para. 215). If you win at a loss, you will have to work at a loss.

Rule 4. In the e-shop you have less than two days to reply

In the e-shop the customer chooses an offer, the system sends a price request to sellers of similar goods, and the lowest price wins (Art. 51 of ZRU-684). Under the law (as amended from 1 March 2025) you have 2 working days to reply, but under the annex to the Regulation, re-approved in October 2025, you have 48 hours. A request that arrives on Thursday expires on Saturday by the clock and on Monday by working days. The law prevails, but while you argue it in a complaint, the lot will be gone. Go by the earlier deadline.

If only the author of the chosen offer replied, the customer may negotiate with them — 1 working day is given for a counter-price. If the winner declines, the contract is offered to the next participant, but at the winner's price. Step-by-step guide: "The public procurement e-shop".

Rule 5. E-shop and auction: do not ship until the RKP notifies you

The most expensive rule for newcomers: under e-shop and auction contracts the customer's money is first blocked at the RKP. No later than the next working day the RKP notifies the contractor, and that notification is the basis for delivery (para. 26). Ship earlier and the risk of non-payment is yours (para. 27). A corporate customer must pay into the RKP within 10 working days of the contract's registration; otherwise its deposit goes to the contractor within one working day.

The second trap is acceptance. After delivery the customer has 3 working days to confirm it in the system, and then the money is transferred to you. If it does not confirm, 3 working days after the delivery deadline the RKP freezes the payment and the deposits until a decision by a court or the Complaints Commission (para. 34). Under contracts from selections and tenders, payment follows the contract terms — these rules do not apply there.

Rule 6. Walking away from a contract costs your deposit and 2 years out of procurement

A contract after a selection or tender is concluded no later than 10 working days after the winner is determined. A winner who refuses or evades signing in any procedure is entered in the Register of Unscrupulous Contractors (a public blacklist of suppliers) and is barred from public procurement for 2 years (Art. 48 of ZRU-684). In a selection or tender they also lose the deposit (para. 15). How to stay off the register — in a separate guide.

Rule 7. Why bids get rejected

The system itself rejects a bid priced above the starting price, with mandatory fields left blank or without the mandatory files. In selections and tenders, bids below the passing score are screened out, and failing a mandatory criterion can get you disqualified at any stage. Other grounds under the law (Art. 42): an entry in the Register of Unscrupulous Contractors, overdue tax debt, insolvency proceedings, conflict of interest and affiliation — a risk for groups of companies bidding on the same lot. Since 1 March 2025 a participant must also have no unexecuted court decisions in the database of the Bureau of Compulsory Enforcement (the state bailiff service).

Your protection: in a tender the customer may not assess qualifications by criteria or demand documents that are not in the procurement documentation (para. 155). An objection to the preliminary protocol of a selection must be filed within 2 working days; later ones will not be considered. A complaint suspends the procedure for up to 10 working days, and the decision is made within 7 working days (Art. 79). More in our article on complaints.

Rule 8. Ask the customer in the first days

Clarify any unclear condition before you bid: the customer must reply in the platform's open chat within 2 working days (Art. 41 of ZRU-684). In a five-day selection ask no later than day three, or the answer will come after the deadline. In a tender, questions are accepted no later than 2 working days before the bid deadline. If the customer changes the documentation, the deadline is extended — by at least 3 working days in a selection and at least 10 in a tender.

What changed in Resolution No. 276 in 2025–2026

Almost everything concerns local manufacturers and electrical equipment; for everyone else the new regulator and the "local auction" matter.

Checklist for tomorrow. 1) Money for the deposit and fee is in the account in advance. 2) Decide on a selection in the first 1–2 days; ask questions no later than day three. 3) A discount of 20% or more in the e-shop or at an auction means an additional deposit before you bid. 4) E-shop and auction: ship only after the RKP notification, then get acceptance confirmed. 5) Sign a selection or tender contract within 10 working days. 6) Asked for a document that is not in the documentation? Ask in the chat and save the answer.

Five working days is too little for manual searching. Tanlo brings auctions, selections and tenders from several platforms into one search and sends new lots matching your filters to Telegram. Try it in the tender catalogue.

When can I ship goods under an e-shop contract?

After the settlement and clearing house (RKP) notifies you that the customer's money has arrived and been blocked. The notification comes no later than the next working day after the funds arrive.
