How public procurement in Uzbekistan works: platforms, procedures, participants
Public procurement in Uzbekistan means tens of thousands of lots every year from ministries, hokimiyats (local administrations), schools, hospitals, utilities and state enterprises. For a supplier it is the most predictable market there is: the rules are public, the buyer must announce a purchase in advance, and the winner is chosen on formal criteria. Below is how the system works and where to start.
Who buys
The Law “On Public Procurement” applies to budget organisations (government bodies, education and healthcare institutions, hokimiyats), as well as to state enterprises and companies with a state shareholding. On top of that there is corporate procurement by large companies — the national airline, mining and metallurgical plants, chemical producers: they run tenders under their own rules and publish them on their own portals. The Tanlo database brings both types together: every lot shows the buyer, and the tender page shows who has won with this buyer before and how often.
Which platforms carry the purchases
- xarid.uzex.uz — the main electronic public procurement system, operated by the Uzbek Republican Commodity Exchange (UZEX). It hosts the e-shop, electronic auctions, tenders and best-offer selections. A detailed walkthrough is in our article on working with xarid.uzex.uz.
- xt-xarid.uz — exchange trading in standardised goods (food, fuel, building materials, farm produce): the buyer publishes the item and quantity, and suppliers compete on price in real time.
- Corporate portals — large companies have their own “Procurement/Tenders” sections on their websites; terms and documents are published right there, and bids are often accepted by email.
- Aggregators and international platforms — donor projects (the World Bank, the Asian Development Bank, UNICEF) and joint ventures publish tenders on their own websites and in specialised directories.
Checking all of this by hand every day is impossible — that is exactly why Tanlo brings the sources together in one database and sends new lots matching your filters to Telegram.
What procedures there are
| Procedure | When it is used | How the winner is chosen |
|---|---|---|
| E-shop | Routine purchases of standard goods and services | Lowest price among offers submitted within a short window |
| Electronic auction | Purchases with clearly defined specifications | Bidding down from the starting price; the lowest price wins |
| Tender (competitive bidding) | Complex purchases where quality and experience matter | Bids are scored on price and non-price criteria: qualifications, timelines, warranty |
| Best-offer selection | Mid-sized purchases, a middle option between an auction and a tender | Offers are compared on price and compliance with the requirements |
The thresholds for each procedure are set in base calculation amounts (BCA, the official unit used for fees and limits) and are revised from time to time — the current values are always given in the platform’s rules. How the procedures differ in practice and how to build a strategy for each is covered in our article on auctions, tenders and selections.
What the supplier’s path looks like
- Preparation. An ESI (E-IMZO electronic digital signature), company registration on the platforms and a basic set of documents — the full list is here.
- Finding lots. By industry, region, amount and deadline. Tanlo has ready-made pages by sector and region and a catalogue with filters.
- Studying the terms. Technical specification, requirements for bidders, delivery times, payment terms, bid security amount. Tanlo tender analysis shows a short summary of the documentation and contradictions in the terms.
- The bid. Commercial offer and documents strictly in the platform’s format, before the deadline.
- Results and contract. The protocol is published on the platform; the contract is signed with the winner, often with a performance guarantee.
What a newcomer should know
- You cannot top up a bid later: an incomplete set of documents is rejected as a whole.
- Bid security (a deposit) is usually a small percentage of the starting amount and is returned after the results; the winner’s may be held until the contract is signed.
- Payment usually comes after delivery or in stages; advance payments are rare, so factor this into your price.
- The same buyers purchase regularly: analysing past results helps you understand real prices and competitors.
