Uzbekistan tenders: 1 in 3 lots under UZS 50M. Where small firms fit

One in three tenders published in Uzbekistan in the first two weeks of October 2026 was worth less than UZS 50 million. But two thirds of those small lots were design work or valuations of state property — not much there for an ordinary company. We went through the Tanlo database and analysed all 3,045 advertised procurements published between 5 and 18 October on xarid.uzex.uz, tender.mc.uz and xt-xarid.uz, worth about UZS 6 trillion in total. What is being bought, by whom, for how much, how many days bidders get to apply — and what a small company can realistically win.

Tanlo data as of 19 October 2026. For simplicity, we call every type of advertised procurement a “tender”. Methodology is at the end of the article.

Where tenders in Uzbekistan are published

xarid.uzex.uz — electronic tenders and selections (etender section)1,003UZS 2.02 trillionUZS 195 million
xt-xarid.uz (Hayot Birja) — budget organisations and state-owned companies556UZS 464 billionUZS 98 million

Three more lots came from the corporate portals of Uzbekistan Airways and Almalyk MMC (Almalyk Mining and Metallurgical Complex). Tenders and selections on xarid.uzex.uz make up roughly a third of the lots and a third of the money. The rest goes through the Ministry of Construction platform and xt-xarid.uz. For a closer look at each platform, see our overview of tender platforms.

What we left out. The e-shop (elektron do‘kon) and auctions on xarid.uzex.uz are a separate stream of small purchases. Through the e-shop, budget-funded customers buy goods worth up to 2,500 BRV (base calculation amount, 440,000 UZS since 1 September 2026) — UZS 1.1 billion — per contract, and works and services worth up to 50 BRV (UZS 22 million). State-owned companies have higher limits: 25,000 BRV for goods and 100 BRV for works and services (Article 49 of Law No. ZRU-684 “On Public Procurement”). For a newcomer this is the easiest way in, but this article covers advertised procurements only.

What is being bought: nearly two thirds of the money goes to construction

Sectors are assigned by Tanlo’s AI, so a few large lots can skew individual rows considerably. Of the UZS 647 billion in IT, UZS 526 billion is a single tender by the Ministry of Internal Affairs for servers to expand the “Safe City” platform (Uzbekistan’s urban video surveillance and public-safety system); without it, IT over the two weeks comes to about UZS 120 billion. In “Education”, UZS 197 billion of the 245 billion is purchases by one customer for schools and kindergartens (more on them below). The AI placed another 4 lots from the same customer (hygiene products for schools) under “Furniture”: without them, “Furniture” has 48 lots worth UZS 51 billion. In healthcare, the typical lot is expensive largely because of the Ministry of Health: 36 of the 79 lots, worth UZS 253 billion, are its regional purchases.

The largest lots of the two weeks:

The last item is not a typo. The state enterprise “Ta’minot va logistika xizmati” (Supply and Logistics Service) buys hygiene products for state kindergartens and schools in one go: a single toilet-paper lot covers more than 10.6 million units. A lot like that is beyond a small company. You could offer the winner supply or regional delivery, but that is a private deal with the winner, not with the state: insist on prepayment or a payment guarantee.

A third of lots are under UZS 50 million. What they are

Lot starting priceLotsShare of total money
up to UZS 50 million1,0130.4%

over 10 billion11349.4%

Over these two weeks, 985 lots worth more than a billion accounted for 94% of the money. And of the 1,013 lots under UZS 50 million, more than two thirds fall into narrow niches:

The remaining 301 small lots are ordinary purchases: electrical equipment, repair and finishing, heating and water supply, building cleaning, security, office equipment. These are easier for a newcomer to start with (how small construction lots work).

Who buys the most

By number of lots, the leaders are not ministries but regional construction and road customers:

Among state-owned companies, the regional power grids stand out (76 lots, almost all design work), as does Uzbekneftegaz (28 lots worth UZS 22 billion). The practical takeaway: if you do repairs or construction, keep an eye on your region’s single customer service and road services. They publish lots every day.

The most money is in Tashkent city: 345 lots worth UZS 1.62 trillion. Three quarters of that comes from 25 large lots, including orders from the Ministry of Internal Affairs, the Ministry of Health and Ta’minot va logistika. By number of lots, the regions are nearly level: Tashkent, Samarkand, Andijan, Surkhandarya and Namangan regions each have 205–229 lots. Lots from xt-xarid.uz are not included in this count: the Tanlo database does not yet record their region.

How many days you get to bid

The typical window from publication to the bid deadline is 7 calendar days. For 41% of the lots in these two weeks, bidders had a week or less for everything.

Lots are most often published on Wednesdays and Fridays (646 and 651 over the two weeks); only 217 appeared at weekends. Of the 338 lots published on a Friday after 15:00, 306 close the very next Friday. If you check the platforms once a week, you lose up to half of your preparation time.

What a small company should do

  1. Get an EDS (electronic digital signature) and register on the platforms in advance. When you have a week to bid, there is no time left to set up access.
  2. Start with the e-shop and auctions on xarid.uzex.uz if you have never sold to the state before. The entry barrier is lower and the lots are smaller (guide to Uzbekistan's tender platforms).
  3. Search all three platforms at once. About a third of tenders and selections appear on xarid.uzex.uz; the rest are on tender.mc.uz and xt-xarid.uz.
  4. Look at the median for your sector, not the record lots. The typical lot is UZS 65 million in furniture, UZS 98 million in equipment and UZS 110 million in services. An example: furniture for School No. 34 in Bostanliq district — computer desks and dining tables worth UZS 47.2 million, bids accepted until 20 October. For how many bidders usually take part and how far prices drop, see our analysis of 162 thousand deals.
  5. Check your eligibility before preparing documents. tender.mc.uz requires a listing in the Ministry of Construction rating and a bid security; valuation work requires valuation-firm status. More on construction in our breakdown of construction tenders.
  6. Get lots on the day they are published. When you have a week to bid, every day counts. The Tanlo catalogue brings lots from all platforms into a single search, and new ones matching your filter are sent to you on Telegram.

Methodology

Tanlo database: lots published from 5 to 18 October 2026 inclusive, Tashkent time. Sources: xarid.uzex.uz (the electronic tenders and selections section, etender.uzex.uz), tender.mc.uz, xt-xarid.uz and corporate portals. The tenderweek.com aggregator and hidden lots were excluded. tender.mc.uz was connected to Tanlo on 14 October 2026, and its lots were back-loaded from 25 September, which is why the period starts on 5 October. Duplicates with the same platform, title, price and customer were removed: 3,048 of 3,234 records remained. If two different lots match on all these fields, they were merged too, so a small margin of error is possible. Sums are lot starting prices in UZS (2,999 lots). 46 lots in foreign currency and 3 lots without a price are not included in the totals. Sectors are assigned by Tanlo’s AI based on lot content, so the breakdown is approximate. The median is the price below which half of the lots fall. The e-shop and auctions on xarid.uzex.uz were not counted. Legal rules are cited from Law No. ZRU-684 “On Public Procurement” (as amended on 25.07.2026) and the laws on privatisation and on valuation activity on lex.uz as of 19 October 2026. BRV is UZS 440,000 since 1 September 2026.

FAQ

Where can I find tenders in Uzbekistan?

Almost all advertised procurements are published on three platforms: xarid.uzex.uz (tenders and selections, plus the e-shop (elektron do‘kon) and auctions), tender.mc.uz (budget-funded construction and design) and xt-xarid.uz (Hayot Birja). Between 5 and 18 October 2026 they published 3,045 lots, about a third of them on xarid.uzex.uz.

How much is a typical government contract worth?

The median starting price for 5–18 October 2026 was UZS 225 million. But the market is uneven: 34% of lots are under UZS 50 million, while 985 lots worth over UZS 1 billion accounted for 94% of all the money. The typical lot is UZS 65 million in furniture, UZS 98 million in equipment and UZS 110 million in services.

How many days do bidders get to submit a bid?

The typical window is 7 calendar days, and for 41% of lots it is a week or less. Under Law No. ZRU-684 “On Public Procurement”, a selection of best offers (eng yaxshi takliflarni tanlash) must allow at least 5 working days, and a tender 12 to 30 working days. On xt-xarid.uz a request for proposals runs about 3 days.

Where should a small company start?

Get an EDS (electronic digital signature) and register on the platforms in advance. Start with the e-shop and auctions on xarid.uzex.uz: budget-funded customers buy goods there worth up to 2,500 BRV (base calculation amount, 440,000 UZS since 1 September 2026) — UZS 1.1 billion — per contract, and works and services up to 50 BRV (UZS 22 million). Then search for procurements in your sector on all three platforms.
