Small construction tenders in Uzbekistan: most are material supplies
Small construction tenders are not what the name of the category suggests. Between 14 September and 13 October 2026, customers announced 536 construction lots, and 132 of them were priced under UZS 100 million. We went through all 132 by hand. More than half turned out to be not construction at all, but supplies of cement, rubble stone, paint, doors and pipes. Here is who orders these lots, where they are published, how much money you need to get started and why a sole proprietor has little to gain here.
Tanlo data as of 14 October 2026, lots from xt-xarid.uz and etender.uzex.uz. Methodology is at the end of the article.
What is sold in small construction tenders
We took the lots in the "Construction and repair" category, excluded design and expert review (they have an article of their own) and kept everything priced under UZS 100 million. Each lot was then tagged by the subject of the purchase.
| What is being bought | Lots | Typical price (median) |
|---|---|---|
| Building materials and tools: cement, rubble stone, paint, doors, windows, pipes, tiles | 70 | about UZS 30 million |
| Works: repair of premises, gas pipelines and equipment, installation, dismantling, asphalt paving | 39 | UZS 60 million |
| Machinery hire and road services: road roller, motor grader, special vehicles | 5 | — |
| Equipment: air conditioners, a public address system, a modular building | 3 | — |
| Unclear from the title | 15 | — |
The takeaway is simple: if you run a building materials shop or warehouse, small construction tenders are first and foremost your market, not just a market for contractors. A typical supply contract is worth about UZS 30 million, well within reach of a small company.
Who orders them: real lots from the past month
- Mahallas and khokimiyats. The Alat district branch of the Association of Mahallas (neighbourhood communities) in Bukhara Region announced five lots for building materials for mahallas, from UZS 8 million to UZS 79.2 million. The Pakhtaabad district khokimiyat (district administration) bought cement, a sand and gravel mix, cinder blocks and paint.
- Ministry of Emergency Situations. Its Navoi Region department bought rubble stone for mahallas in the Khatyrchi and Nurata districts, from UZS 3.3 million to UZS 74.6 million per lot.
- Gas utilities. Hududgaz Injiniring-ta'minot servis announced six lots for gas pipeline repairs and trenchless pipe crossings in mahallas of Khorezm Region, from UZS 21.9 million to UZS 96.6 million.
- Railways and road maintenance. Locomotive and carriage depots and track maintenance divisions buy cement, plasterboard, tiles and pipes. District road maintenance organisations order asphalt paving and road roller hire.
- Banks and companies. The National Bank of Uzbekistan (Uzmilliybank) ordered routine repairs to the toilets of its customer service centre in Kumkurgan (UZS 69.9 million), and Uzbekiston Pochtasi, the national postal operator, ordered a polymer floor for a customs warehouse (UZS 91.7 million). Both lots were published twice within the month: a lot you missed may come back.
The lots are spread across the whole country. Of the 60 lots on etender.uzex.uz, only seven were in Tashkent city and Tashkent Region; the rest were in other regions (xt-xarid.uz lots often do not state the region). This is an opportunity for regional firms: delivering rubble stone to Nurata pays off for a supplier with a quarry or warehouse nearby.
Where small construction tenders are published
72 of the 132 lots appeared on xt-xarid.uz (the Hayot Birja platform) and 60 on etender.uzex.uz. On xt-xarid, they are most often reverse auctions (46 lots) and selections, known locally as "tanlov" (20).
All 46 auctions are supplies of materials, and that is no coincidence: the law does not allow works and services to be bought through an auction (Article 52 of the Law on Public Procurement). Repairs go through selections, where experience and documents are assessed alongside price.
There is also a third channel that does not appear in public feeds: the electronic shop. Here the customer publishes no notice; it picks a product from suppliers' listings and launches a price request. Only suppliers with a matching listing can see it. Shop limits at a BRV (base calculation amount) of UZS 440,000:
| What is bought in the shop | Corporate customer | Budget-funded customer |
|---|---|---|
| Goods, per contract | up to UZS 11 billion (25,000 BRV) | up to UZS 1.1 billion (2,500 BRV) |
| Works and services, per contract | up to UZS 44 million (100 BRV) | up to UZS 22 million (50 BRV) |
On xt-xarid.uz, a price request only reaches suppliers who already have a listing with the same product code, published before the request was launched. A listing stays active for 60 days. No listing, no participation. For details, see our breakdown "xt-xarid.uz: where the orders really are".
Who can take part
Building materials require a legal entity, not a sole proprietor. Sole proprietors (YaTT/IP) are allowed to engage in retail trade "except for the sale of building materials, cement, slate, timber and wood" (Cabinet of Ministers Resolution No. 6). This ban applies regardless of the platform. Since 1 October 2026, xt-xarid.uz has also been enforcing it automatically by product code. For example, a sole proprietor cannot post a shop listing for cement and cannot bid in an auction where cement is being bought. If a selection with several items includes cement and, say, power tools, a sole proprietor can only bid for the tools. Sole proprietors may do repairs only as consumer services, plumbing and welding work, and glazing. So for public procurement you need a legal entity, such as an LLC or a private enterprise. Budget for accounting and reporting costs.
The Ministry of Construction (Minstroy) rating and the "same region" rule are not mandatory for small lots. These rules (Cabinet of Ministers Resolution No. 46) are binding only for construction tenders above UZS 2.64 billion (6,000 BRV); below that they are recommendations. A customer may still set its own requirements, such as experience with similar work.
Certificates for materials. If a product is subject to mandatory certification, certificate details must be stated in the offer itself, both in the electronic shop and in auctions. In 2026, a certificate of conformity is mandatory for, among other things, cement, concrete, building bricks, rolled steel and angles, metal roofing tiles and sandwich panels. For granite and crushed stone, plastic pipes, plasterboard and ceramic tiles, a declaration of conformity is enough. Ordinary paint is not on the list; fire-retardant paint needs a declaration.
How much money you need to get started
Let us work through a typical materials supply worth UZS 30 million:
- Electronic digital signature (EDS) key for a legal entity: UZS 44,000, valid for up to two years.
- Bid security: 3%, about UZS 900,000. It is blocked on your platform account when you submit a bid. In selections it is capped at 3%, and whether it is required at all is up to the procurement commission.
- Platform fee: a rough guide is 0.15% of the contract value, about UZS 45,000.
- Your own money for the goods and delivery. Under shop and auction rules, payment arrives within 5–6 working days of acceptance, though in practice it can take longer. All that time, your money is tied up in stock.
In total, bid security for two such lots comes to about UZS 2 million. But the main expense is working capital for the goods themselves. Be careful with discounts: if you cut the price by 20% or more, the platform will demand additional security equal to the full discount. Offer UZS 24 million instead of 30 million, and another UZS 6 million will be frozen. Refusing to sign or perform the contract costs you the deposit and two years on the register of unscrupulous contractors. For how many competitors you usually face, see our analysis of 162,000 deals. For a full breakdown of costs, see "A UZS 100 million tender: how much money you need on hand".
Four traps in small lots
- A week for everything. For half of the lots, the time from publication to the bid deadline is 7 days or less. If you check the platforms once a week, you will find them already closed.
- Empty titles. 15 of the 132 lots cannot be identified by their title: 10 are called "Selection", "Request for proposals", "Best offer" or just a procurement plan number, and five more give only a building address. A search for "cement" will not find them; what is being bought only becomes clear from the documents.
- Delivery eats the margin. The lot price usually includes delivery to the site. Rubble stone for a remote mahalla is above all a logistics job. Cost it before you bid.
- Requirements hide in the documents. For gas pipeline repairs or electrical installation, customers often ask for experience with similar work, certified specialists and machinery. Read the bidder requirements and the draft contract before you pay the deposit.
What to do this week
- If you are a sole proprietor selling building materials, set up a legal entity before you invest in bidding.
- Gather certificates and declarations of conformity for your best-selling products before a lot appears.
- Get an EDS key and register on the UZEX (UzRTSB, Uzbek Republican Commodity Exchange) platforms (xarid.uzex.uz, etender.uzex.uz) and on xt-xarid.uz.
- Post listings in the electronic shops for your best-selling items, with real stock levels and prices.
- Set up a search for your region and lots up to UZS 100 million so you see them on the day they are published.

FAQ
What counts as a small construction tender?
There is no legal definition. In this article, small lots are those in the "Construction and repair" category with a starting price under UZS 100 million: between 14 September and 13 October 2026 there were 132 of them out of 536.
Can a sole proprietor take part in construction tenders?
Sole proprietors (YaTT/IP) are barred from selling building materials, cement, slate and timber by Cabinet of Ministers Resolution No. 6, and since 1 October 2026 xt-xarid.uz has blocked such items automatically. Sole proprietors may do repairs only as consumer services, plumbing, welding and glazing. For public procurement, a legal entity is the safer choice.
Do I need a licence to supply building materials in tenders?
No, there is no licence for trading in building materials. But cement, concrete, building bricks, rolled steel, metal roofing tiles and sandwich panels need a certificate of conformity, and crushed stone, plastic pipes, plasterboard and tiles need a declaration of conformity.
Do I need a Minstroy rating for a small construction lot?
The Ministry of Construction (Minstroy) rating and the "same region" requirement are mandatory only for construction tenders above 6,000 BRV (base calculation amount), or UZS 2.64 billion. Below that they are recommendations, although a customer may set its own requirements.
Where can I find small construction tenders?
On xt-xarid.uz (Hayot Birja), on etender.uzex.uz and in the platforms' electronic shops, which only suppliers with a listing can access. Tanlo collects lots from the platforms in a single "Construction and repair" feed and sends new ones to Telegram.
