Equipment tenders in Uzbekistan: who buys, where suppliers lose money

Between 16 September and 16 October 2026, 444 lots for industrial equipment were published on the public procurement platforms and corporate portals that Tanlo tracks. The buyers are mostly factories, industrial plants and oil and gas companies. Suppliers typically get about 8 days to bid. Here is a look at equipment tenders in Uzbekistan: who buys, what exactly, under which rules, and where a supplier loses money even after winning.

That is 8% of all 5,585 procurements Tanlo collected over the same month. Most lots appeared on xarid.uzex.uz (272) and xt-xarid.uz, the Hayot Birja platform (145). Another 26 were on tenderweek.com and one on tender.mc.uz. The "Industrial equipment" category is assigned by AI based on the lot's content, and it also includes equipment repair services.

Who buys equipment

The ten most active customers of the month are all enterprises. The 20 largest accounted for 254 of the 444 lots, more than half.

Most of them are corporate customers. Under Article 19 of Law No. ZRU-684 "On Public Procurement", that means companies in which the state, directly or through state-owned companies, holds 50% or more. They buy under this law. The one exception on the list is Atomstroyexport, part of Russia's Rosatom. For how to become a supplier to one of the biggest buyers, see our guide to AGMK tenders.

Judging by the words in lot titles, the most common items are pumps (43 lots), electric motors (28), cable (16), generators (12), and compressors and transformers (10 each). A typical soum-denominated electrical equipment lot is worth about UZS 103 million (median). For example, the supply of power transformers for LLC "Andijanpetro" was UZS 175 million, and UPS units and batteries for an emergency repair department, UZS 60 million.

The entry threshold is low: of the 307 lots in soums, 135 (44%) are worth less than UZS 100 million. And these were the largest lots of the month:

Why a quarter of the lots are in foreign currency

111 of the 444 lots were announced in US dollars, euros or roubles. Almost half of them (52) came from a single customer, the Andijan wagon-building plant. Without it, roughly one lot in seven is in foreign currency. Electrical equipment is almost always bought in soums. Machine tools are split almost evenly between soums and foreign currency (66 and 63 lots). 109 of the 111 foreign-currency lots were posted on xarid.uzex.uz.

If you are a local company and the lot is in dollars. Under Article 9 of Law No. ZRU-573 "On Currency Regulation", payments for goods inside the country are made in soums, so two residents cannot sign a contract in foreign currency. At the same time, the procurement documentation for a selection or a tender must state the currency of settlement with suppliers (Articles 59 and 67 of ZRU-684). Find that clause: in which currency a local bidder quotes its price, and at what rate it will be compared with a foreign bid. If the clause is missing, ask the customer before the bidding deadline. And price in the exchange-rate risk: the contract price in soums is fixed, while you buy the equipment in foreign currency.

The rules: how many days to bid and how much money gets frozen

The procurement method depends on the value of a single contract. Thresholds are set in BRV, the base calculation amount, a unit used in Uzbek law: from 1 September 2026 it is UZS 440,000. For factories and state-owned companies the key figure is 25,000 BRV, or UZS 11 billion. Below that amount a corporate customer may skip a tender and buy through the e-shop (the electronic shop, a catalogue of pre-listed supplier offers), an auction or a "selection of best offers" (a simplified competitive procedure). In our sample, 303 of the 307 soum lots fall into this range.

MethodFor a corporate customerBidding period under the lawDeposit
E-shop (goods)up to UZS 11 billion2 working days to respond after a price request3% of the offer
Auction (goods only)up to UZS 11 billionat least 5 working days3% of the starting price
Selection of best offersup to UZS 11 billionat least 5 working daysup to 3%, if required by the commission
Tenderover UZS 11 billion12 to 30 working daysup to 5%, if required by the commission

For budget-funded customers the thresholds are lower: a tender is required above 6,000 BRV (UZS 2.64 billion). Deposits are set by Cabinet of Ministers Resolution No. 276, which contains the regulation on public procurement procedures.

The median bidding period in the sample is 8 calendar days, or about six working days. Customers mostly give the legal minimum and no more. 46 lots (10%) allowed less than a week. If you only start getting a price from the manufacturer after the lot is published, you will not make that deadline.

In the e-shop you cannot simply "spot a lot and bid". The customer chooses from offers already listed, and only suppliers who already have a similar product listed receive the price request. List your best-selling models in the e-shop in advance.

Where equipment suppliers lose money

New for electrical equipment. Since 16 September 2026, under Presidential Resolution PP-325, the delivery period for cables and electrical devices in public procurement must be at least 30 days; earlier delivery is allowed. The same document sets a target of raising the share of local products in budget-funded customers' purchases of electrical equipment to 70%.

"Brand X only": what you can challenge

Article 34 of ZRU-684 prohibits naming a specific trademark, model or manufacturer in the procurement description. The exceptions are the e-shop and cases where the product cannot otherwise be described precisely. In those cases the customer must add the words "or equivalent", except where compatibility is an issue, for example spare parts for a specific production line. Excessive requirements for the manufacturer and the bidder are also prohibited.

If the specification is written for a single supplier, first ask the customer a question through the clarifications section. If it is not fixed, file a complaint with the Public Procurement Complaints Commission. Within three working days it suspends the procedure (for up to 10 working days in total), issues a decision within 7 working days, and that decision is binding on the customer (Article 79).

Customers do ask for a manufacturer's authorisation letter: for example, the adsorber lot for "O‘zbekneftgaz" requires a power of attorney from the manufacturing plant. The law has no specific rule on such letters. But the same Article 34 prohibits references to an "exclusive authorised right", and if you cannot take part without such a letter, you can cite this in your question to the customer. Presidential Decree UP-259 instructed that proposals on regulating dealers' participation in public procurement be submitted to the Cabinet of Ministers by May 2026. As of 17 October 2026 we found no adopted rules.

What an equipment supplier should do now

  1. Draw up a list of 10–15 enterprises that could use your equipment and track their procurements on all platforms at once.
  2. List your best-selling models in the e-shop; otherwise price requests will not reach you.
  3. Keep the manufacturer's price list, delivery times and certificates ready: the bidding window is often about a week.
  4. Build warranty, installation, certification and exchange-rate risk into your price: you cannot raise it after signing.
  5. Keep cash available for deposits: 3% in the e-shop and at auction (until the contract is fully performed), up to 3–5% in a selection or a tender.
  6. If the lot is in foreign currency, find the clause on currency for local bidders in the documentation, or ask the customer.

Methodology

The sample includes procurements in the "Industrial equipment" category published between 16 September and 16 October 2026 on the platforms Tanlo tracks. Amounts in different currencies were not added together. Currency was taken from the platform data; 26 lots have no amount stated. The count based on words in lot titles is approximate. We have no data on the number of bidders or price reductions for these lots. Exchange rates are from the Central Bank as of 17 October 2026, and legal provisions are based on the lex.uz versions as of the same date.

FAQ

Where can I find equipment supply tenders in Uzbekistan?

The main platforms are xarid.uzex.uz (e-shop, auctions, selections of best offers and tenders) and xt-xarid.uz (Hayot Birja). According to Tanlo, between 16 September and 16 October 2026 they published 272 and 145 lots for industrial equipment respectively, with another 27 on other portals.

Can a local company bid for a lot priced in US dollars?

The lot currency alone does not exclude a local company, but a contract between residents is concluded in soums (Article 9 of Law No. ZRU-573 "On Currency Regulation"). The documentation for a selection or a tender must state the currency of settlement (Articles 59 and 67 of Law No. ZRU-684 "On Public Procurement"). Find that clause or ask the customer before the bidding deadline.

How much money do I need for the deposit in an equipment tender?

Under Cabinet of Ministers Resolution No. 276: 3% of the offer in the e-shop and 3% of the starting price at auction, and the winner's deposit stays blocked until the contract is fully performed. In a selection of best offers it is up to 3%, and in a tender up to 5%, if the procurement commission requires a deposit; it is returned within one working day after the contract is signed, unless the documentation says otherwise.

Does equipment need a certificate of conformity?

For many types, yes. Pumps, compressors, cranes, loaders, valves, electric motors, generators, transformers, cable and railway equipment are on the list of products subject to mandatory conformity assessment (Annex 4 to Cabinet of Ministers Resolution No. 43). Certificate details are mandatory in an e-shop offer, and in a selection or a tender the customer may require them.

Can the customer specify a particular brand in the technical specification?

As a rule, no: Article 34 of ZRU-684 prohibits references to a trademark, model or manufacturer. The exceptions are the e-shop and cases where the product cannot otherwise be described precisely; then "or equivalent" must be added, except where compatibility is an issue. Raise a questionable specification with the customer first, then you can file a complaint with the Complaints Commission.
