Private construction tenders in Uzbekistan: who posts 41% of them

Looking for private construction tenders in Uzbekistan? Most of them are posted not by private owners but by a bank, a mobile operator, the railway or an industrial plant. Between 1 September and 9 October 2026, companies placed 358 of the 874 construction tenders collected by Tanlo, or 41%, and accounted for more than half of the money. We look at who these customers are, which rules they follow when buying construction work, and where a newcomer has a real chance and where the traps lie.

Who actually posts "private" construction tenders

We took tenders in the "Construction and repair" category and separated company customers (joint-stock companies, LLCs and joint ventures) from budget-funded organisations. There were 93 company customers. The most active were:

Most of them are not private businesses. The Law on Public Procurement (ZRU-684, Article 19) defines corporate customers as companies in which the state holds 50% or more, together with their subsidiaries. They spend their own money but buy under public procurement rules, on the same platforms and through the same procedures.

Genuinely private customers are few and far between, and they tend to show up on commercial tender websites. In Tanlo's feed for this period they included, for example, the Riviera Mall shopping centre, joint ventures in the oil and gas sector and World Bank project implementation units. If the state holds less than 50%, and the company is neither spending budget money nor building under a state programme, the law does not require it to hold a tender at all (Articles 2 and 19). It then sets its own rules, and the announcement can appear anywhere, from the company website to Telegram.

How companies buy construction differently from the state budget

More money per lot. In total, companies put out construction work worth UZS 652.6 billion, while all other (mostly budget-funded) customers put out UZS 592.9 billion. A typical company construction tender is worth UZS 518 million, against UZS 120 million for the rest. Much of that gap, however, comes from small budget lots: 228 of the 516 are under UZS 100 million. Among completed deals on etender, the typical construction contract is similar for both groups: about UZS 330 million and UZS 300 million.

A different mix of work. Companies more often order utility networks; the budget, roads.

Harder price competition. Budget-funded construction has its own regulation: Cabinet of Ministers Resolution No. 46 of 31 January 2022. For contracts above 6,000 BRV (the base calculation amount, a statutory unit that now equals UZS 440,000, so the threshold is UZS 2.64 billion), the contractor is chosen through an electronic tender among firms listed in the industry rating. The platform will not accept a bid below 95% of the starting price, so the discount cannot exceed 5%. For contracts below 6,000 BRV, including construction that corporate customers pay for from their own funds, these requirements are only recommendations.

The effect is clear in 2026 deals on etender.uzex.uz. Of 54 large budget-funded construction deals, 38 closed at a discount of exactly 5% and only two went deeper. For corporate customers on contracts up to 6,000 BRV, the median discount was 13.3%: half of the deals had a smaller one and half a larger one. So with companies it is easier to undercut a rival on price, but margins come under heavier pressure.

Which rules apply

If the customer is a budget-funded organisation or a company with 50% or more state ownership, the thresholds of the public procurement law apply. Auctions are not used for works (Article 52), so construction is bought as follows:

ProcedureCorporate customerBudget-funded customer
E-shop (works)up to UZS 44 millionup to UZS 22 million
Best-offer selectionup to UZS 11 billionup to UZS 2.64 billion
Tenderabove UZS 11 billionabove UZS 2.64 billion

100, 25,000 and 6,000 BRV under Articles 49, 56 and 64 of ZRU-684; 1 BRV = UZS 440,000 from 1 September 2026 (Presidential Decree UP-115). The e-shop is an online catalogue of supplier offers on xarid.uzex.uz; best-offer selection is a contest in which the customer scores price together with experience and quality; a tender is the full-scale competitive procedure for the largest contracts. For the differences, see our article "Auction, competition, selection and e-shop".

Budget-funded construction above UZS 2.64 billion comes with three more rules:

There is no single licence covering all construction and installation work. A licence is required, however, for bridges and tunnels, high-risk facilities, trunk gas and oil pipelines, telecommunications networks, industrial rope access work and design (Law ZRU-701, Annexes 1 and 3). Note that gas companies and telecom operators are among the top customers, and their projects are exactly the licensed kind. Before you bid, check your type of work against the list on license.gov.uz.

How much cash you need up front

On top of that come the platform fee and a performance guarantee, if one is required. For the full calculation, see "A UZS 100 million tender: how much cash you need to hold".

Does a new construction firm stand a chance?

Yes. Of the 251 companies that won a construction lot on etender in 2026, 72 (29%) won there for the first time since the open register began in 2022. Competition is usually thin: 41% of construction deals had two bidders, and 25% had three.

The logical entry point is company lots up to UZS 2.64 billion: the regional restriction and the rating are not mandatory there, and in just five and a half weeks companies posted 146 lots worth between UZS 100 million and UZS 1 billion. But a company is free to set its own requirements: experience on similar projects, turnover, a rating, licences. And few bidders is not always a good sign: some lots are written with a particular contractor in mind. Before you pay a deposit, read the requirements and the draft contract. For how to put a bid together, see our step-by-step guide.

Where to find private and corporate construction tenders

Tanlo gathers construction tenders from UZEX, xt-xarid.uz, the websites of AMMC, Uzkimyosanoat and Uzbekistan Airways, and the commercial aggregator tenderweek.com into a single "Construction and repair" feed, and sends new ones to Telegram based on your filters. As of 10 October, 275 construction tenders worth UZS 508.7 billion were open there, 101 of them from companies.

What to do this week

  1. Check whether your firm is in the Ministry of Construction rating and what class it holds: it is mandatory for budget-funded construction, and companies may require it too.
  2. Check your types of work against the list of licensed activities.
  3. List 10–15 company customers in your niche, starting with the table above.
  4. Set aside 2–5% of the value of the lots you plan to bid on for deposits, plus the platform fee.
  5. Set up alerts for new construction tenders so you don't hear about a lot the day before the deadline.

Methodology

Tenders: Tanlo database, "Construction and repair" category (assigned by AI based on the tender text), published between 1 September and 9 October 2026, six sources. "Companies" are customers with a legal form such as AO, OOO, SP, AJ or MChJ (joint-stock company, LLC, joint venture) in their name; the legal form says nothing about the source of funds, and if a company builds with budget money, budget rules apply. The value is unknown for 41 lots. Deals: the open register of completed deals on etender.uzex.uz (downloaded 10 October 2026, 158,986 deals in UZS); customer type is taken from the register. Construction deals were selected by keywords in the lot title ("construction", "reconstruction", "capital repair of a building", "қурилиш-монтаж" and the like), excluding equipment repair and materials purchases. This is a sample, not a complete count: 454 deals from 2026 were included.

FAQ

What is a private construction tender?

It is a purchase of construction work by a company rather than a budget-funded organisation. In Uzbekistan most such customers are corporate customers: companies with 50% or more state ownership (banks, telecom operators, industrial plants). They buy under the Law on Public Procurement. Genuinely private companies run tenders under their own rules.

Is a private company required to hold a tender?

No, if the state holds less than 50% of it, it does not spend budget money and it is not building under a state programme (Articles 2 and 19 of Law ZRU-684). In that case the company decides for itself how to choose a contractor.

Do I need a licence to bid in a construction tender?

There is no general licence for construction and installation work. A licence is needed for specific types of work: bridges and tunnels, high-risk facilities, trunk pipelines, telecommunications networks, industrial rope access work and design (Law ZRU-701). For budget-funded construction above UZS 2.64 billion, the firm must also be listed in the Ministry of Construction rating.

How much is the bid deposit in a construction tender?

On budget-funded construction, up to 2% of the starting price including VAT (Cabinet of Ministers Resolution No. 46). On regular best-offer selections, up to 3%, and on tenders up to 5%, if the customer requires a deposit (Resolution No. 276, para. 15). If you refuse to sign the contract, the deposit is not returned.

Can a Tashkent firm bid for a construction tender in another region?

In budget-funded construction tenders above UZS 2.64 billion and up to UZS 88 billion, only if the facility is in risk category III or IV; otherwise only firms from the same region are admitted (Tashkent city and Tashkent region count as one region). For corporate customers, this restriction is optional on lots up to UZS 2.64 billion.
